The City operates affordable housing programs, which are open to "income qualified" applicants. Income qualification depends on family size, and Income Limits are posted by the California Department of Housing and Community Development.

A City of Arcata goal is to promote affordability of all housing types to meet the present and projected needs of households of all income levels.

Housing programs are developed to be consistent with the City's General Plan and implement the following guiding principles and goals that pertain to housing:
  • Allow a range of housing choices that include affordable dwellings for community residents, accommodates families as well as individuals and groups, and varies in size and type to reflect the diverse character of the community.
  • Encourage infill development of vacant, Brownfield, and underutilized land designated for development as a way of meeting housing needs without major extensions of infrastructure and services.
  • Promote mixed use by encouraging residential units on upper floor areas of business uses.
