Preferential Parking


The City has 3 Preferential Parking Zones that are located near the Humboldt State University (HSU) campus to meet the parking needs of the community.
 
The streets in these zones are designated with signs limiting parking from 7am-5pm except Saturdays, Sundays, and during the time HSU is not in session.  HSU is in session year round with recess periods for Thanksgiving, winter and spring breaks.

Residential Parking Applications
 
 Temporary Permits may be issued to a substitute vehicle during a period when the permitted vehicle is not in use or to workers providing some service to the resident.  They have specific expiration dates on them, and are issued through the Arcata Police Department.
Renewal notices are sent out to all residents receiving permits during the previous year and can be processed by mail if they have not moved or changed vehicles.
 
Permits are not valid in 2-hour or 4-hour zones.  The specific time restrictions still apply to all vehicles in those zones.
 
Eligible individuals are those that reside within a Preferential Parking area.  Verification of the following documents is required:  Proof of residence (current utility bill, bank or credit card statement, or lease/rental agreement; current driver’s license or other valid photo identification; and vehicle registration (vehicle to be owned by you or your parents only).
 
Preferential Parking Permits are issued to a specific vehicle and cannot be transferred from vehicle to vehicle.  The Guest Permit is transferable from vehicle to vehicle.  Only one guest permit is issued for each address per year.  Guest Permits are non-replaceable.  Residents are responsible for the issuance and recovery of their Guest Permit to and from their visitors.  

Business Parking Applications

 Eligible businesses are those establishments whose licensed business is located within a Preferential Parking area and employs more than three (3) individuals. Application may be made for employee parking permits at the Cashier’s Window at City Hall, 736 F Street.  Each eligible business is allowed permits numbering up to the number of employees working at any given time.  A business is required to complete an application and list their employees on business letterhead.  Employee permits are issued to businesses, not individuals and ARE transferable from vehicle to vehicle.  The management of each business receiving “employee” permits is responsible for their issuance and recovery as employees arrive and leave their work place. 

Fees:

The first and second permits issued for the year at a given address are free, 3rd permit is $15.00, 4th permit is $20.00, All permits after the 4th permit issued are $25.00, All permits issued after the 4th permit for the same address require prior approval from the Public Works Director.
 
Guest Permits are $1.00 – Non-replaceable

  General Information

Persons providing a service to the resident, such as in-home care, transportation, etc., may use the Guest Permit.
 
Replacements for Preferential Parking Permits can be issued if the old permit is scrapped off the window with the number portion showing.
